The APO does that targets are operating through a process that leads to cascade down throughout the organization. As envisaged in the figure below, the overall organizational objectives are translated into specific objectives for each subsequent level (division, department, individual). As low unit managers participate in setting their own goals, OPA works from the bottom up and from top to bottom. The result is a pyramid league goals to level the next.

Usually the APO program has four components:
